On January 29, 2008, at approximately
9:32 a.m., within the Orient Road Jail located at 1201 North Orient Road in Tampa, Deputy Charlette Marshall-Jones, knowingly, willingly and
intentionally, with force, committed the act of elevating a wheelchair from
the rear, occupied by the disabled victim causing the victim to fall to the
floor, face first.This intentional
act could reasonably be expected to have resulted in physical injury to the
victim. Witnesses observing the
incident testified the victim was not being combative nor physically
resisting in any way.The victim is a
disabled adult, suffering from a condition of physical incapacitation, having
one or more physical limitations that restrict his ability to perform the
normal activities of daily living.The
incident was captured on video surveillance from multiple angles. The video and witness statements confirm the
victim is clearly disabled and has limited, if any use of his legs.Victim advised he is a quadriplegic.
An arrest warrant was reviewed by the Hillsborough County State Attorney's
Office and signed by a Judge.
In addition to this arrest warrant being issued for Deputy Charlette Marshall-Jones, one of the supervisors (Corporal
DecondraWilliams ) that was
previously placed on suspension with pay has now been suspended without pay,
effective today, February 15, 2008.

I hope Charlette Marshall-Jones is one day confined to a wheelchair and treated just as cruelly as Mr. Sterner. She (and Decondra Williams) need to be on the receiving end of this sort of abuse in order to understand why it is wrong. Obviously, neither woman has the intelligence or compassion to work effectively in law enforcement.
If the races of the perps and victim had been reversed, there would have been a huge out-cry in the media plus Jesse Jackson & Al Sharpton would be howling their heads off about racism. As it is? Not a peep.
